BELIA MAHIR OPENS STRATEGIC COLLABORATION OPPORTUNITIES WITH PRIVATE SKILLS TRAINING INSTITUTIONS

Strengthening Industry and Career-Oriented TVET Skilled Talent Development

Pertubuhan Kebangsaan Pekerja Berkemahiran (BELIA MAHIR) invites Private Skills Training Institutions registered as Accredited Centres under the Department of Skills Development (JPK) to establish strategic collaboration through a Memorandum of Understanding (MoU) on TVET Skilled Talent Development.

This initiative aims to establish a structured collaboration framework between BELIA MAHIR and Private Skills Training Institutions in developing competent TVET talent who meet actual industry requirements and have access to employment and career development opportunities.

The collaboration is based on the following framework:

RECRUIT → TRAIN → CERTIFY → INDUSTRY EXPOSURE → PLACE → TRACK

This approach emphasises that skills training should not merely lead to certification. It should develop competencies, create career opportunities and build better futures for young people.

Collaboration Goals

Through this collaboration, BELIA MAHIR and participating institutions aim to:

• expand youth access to quality TVET education and training;

• develop training programmes aligned with industry and labour market requirements;

• improve graduate employability and job placement rates;

• strengthen industry participation in the development of TVET students and graduates;

• provide industrial training, Work-Based Learning and exposure to actual industry operations;

• develop technical competencies, soft skills, discipline and work ethics;

• enhance the competencies of instructors and institutional management;

• expand upskilling, reskilling and new-skilling programmes;

• develop local and international TVET collaboration networks; and

• implement graduate tracking to monitor employment, income and career progression.

Areas of Collaboration

Potential areas of collaboration include:

1. Student recruitment and expanded youth access to TVET;

2. Development of industry-aligned training programmes;

3. Industrial training and Work-Based Learning;

4. Train and Place and Place and Train programmes;

5. Career development, job matching and direct industry recruitment;

6. Instructor development and Train the Trainer programmes;

7. Soft skills development and work-readiness preparation;

8. Skills-based entrepreneurship development;

9. Professional and industry certification;

10. Student and instructor mobility;

11. International TVET collaboration; and

12. Graduate career tracking and progression.

The implementation of each specific programme will be discussed and agreed upon separately, subject to the capacity, requirements and mutual agreement of the parties.

The MoU will not, by itself, create any financial obligation. Any financial implications relating to a specific programme must be separately agreed upon in writing by the participating parties.

Who Is Invited?

This opportunity is open to Private Skills Training Institutions with a valid JPK Accredited Centre Code, including institutions offering the Malaysian Skills Certificate (SKM), Malaysian Skills Diploma (DKM) or other relevant skills training programmes.

Interested institutions are required to provide their institutional information, JPK Accredited Centre Code, training fields and proposed areas of collaboration through the application form.

Memorandum of Understanding Signing Ceremony

Institutions that meet the requirements and are mutually accepted for collaboration may be considered for participation in the MoU signing ceremony as follows:

Time: 9.30 a.m.

Venue: Bangi Avenue Convention Centre (BACC), Selangor
